Since Safavid times, Shiasm was politisized to serve nationalistic Persian interests. After the revolution it's become the tool Iran abuses most. Even Arab Shia complain that they lost all leadership roles.

The Iranian Oligarchy is smart enough to know that Shias, whether inside Iran or outside of it, have no choice but to suck up to the handouts and breadcrumbs offered by Iran - they cannot even conceive of independent economic or geopolitical existence outside of this, thus they can be shepherded to do whatever is required, sort of like a Drug Cartel that has the inhabitants of neighborhoods and cities firmly in its grasp.
