He is not an atheist. He just prefers a secular state over a religious state.

A lot of religious folks prefer secular states these days, this is because secular states are actually very close to the true Islamic states since they both offer a high degree of freedom and respect for humanity.

So far religious states whether they are Sunni or Shia have been oppressive to the minority.
