It seems that Shaykh Tusi did not agree with Tasleem. This could explain why many 12ers don't it in salah.

Yes some scholars did not consider taslim obligatory (I only know of Al-Hilli), but it seems to me Al-Tusi is talking about turning to the right and doing taslim which is what alot of Sunnis do.

Is he talkng about the entire taslim which to my understanding is a rukn from the arkaan of the Salat and the Shi'i version seems different from the Sunni version.

I'm not a faqih but as far as I know, Shia requires reciting two full Surahs in salaah (Fatiha + another). For Sunnis (as far as I am aware) we can recite part of a surah for the second. But all recite the full second Surah that I've known anyways so idk if it makes a big difference.
