The issue is al Kuylani did believe in the incompleteness of the Quran. Then again claiming to be attached to the Ahlul Bayt did put him under a pressure cooker.

Fawzan has said a lot of crazy things (including the the pre-Islamic Arabs were "muwahideen" in Ruboobiyah, which is a lot crazier then not making takfeer of Shi'as).....

It's not crazy at all, it's in the Qur'an: ولئن سالتهم من خلق السماوات والارض ليقولن خلقهن العزيز العليم
"And if you should ask them, "Who has created the heavens and the earth?" they would surely say, "They were created by the Exalted in Might, the Knowing."" 43:9

They believed Allah was the only Rabb, but associated partners with him in worship. This isn't a belief exclusive to Fawzan, this is what muslims believe, i'm actually very shocked that you would think its a "crazy" thing to say.

.......... If there are literally thousands who are refuting the Shi'a, can you name who who a) doesn't rely on Ibn Taymiyyah, so you can scratch off Uthman al-Khamis and Dimishqiyyah, and b) who makes takfeer of 12ers (again, you can scratch off those two names)? 

Actually Uthman al Khamees here : https://youtu.be/6_ThjyPwizI?t=6m35s , after being shown a bunch of clips of 4 shi'a scholars saying all kinds of Kufr, 1st @ 6:35 states that actually all of their scholars believe in tahreef, then he makes takfir on them @ 7:05 and then at 7:30 asks all shi'a to make a stand against their scholars who believe in tahreef, i.e. all of their scholars, and if they dont then they're just like them and will be in hell like them....in other words he's telling the shi'a to either make open bara'a from their scholars otherwise theyre kafir like them.

So...even though I dont blindly follow everything the sheikh Uthman al Khamees (h) says, you mentioned that he doesn't make takfir of 12ers, and here he is making takfir in a way im sure you wouldn't.

There is an ijma from all Sunnis whether Sufi or Wahabi, and even the Zaidia that anyone who believes the Quran is incomplete is a kaffir.

Most laymen Twelvers are ignorant or oblivious to the hideous beliefs of their cult. It's why 'aqidah is almost never talked about in their Khutbahs, instead doing biographies and moronic Hadiths about the 12 Imams

'Abdullah Ibn Muhammad Ibn 'Abdil-Wahhab said commenting on the fatwa of Ibn Taymiyyah where he made takfir on only the Rafidha who make takfir of the Sahaba, "This was the ruling upon them to begin with. As for their later generations and now, then they have added major shirk to their Rafd. They practise this shirk at shrines to an extent that even the Arabs to whom Rasoolullah was sent to did not reach" [Ad-Durar as-Saniyyah].

Muhammad Ibn 'Abdil-Latif Aal ash-Sheikh likewise said after mentioning Ibn Taymiyyahs fatwa, "This was the ruling upon them to begin with. As for now, then their situation is much worse, as they have added to this deviance their worship of the awliyaa' and the righteous from Ahlul Bayt, believing that Ahlul Bayt can benefit and harm them, supplicating them both in times of hardship and ease. They believe that this is a deed that gets them closer to Allah and a religion that they must adhere to. So whoever is in doubt of their takfir after such, then he is ignorant of the reality of what the messengers came with and what the books were revealed with. He must therefore review his religion before the coming time of his burial." [Ad-Durar as-Saniyyah]
