A great step taken!
I was searching a statement of ALi(r.a.) to be found in Najul Balagha,
Maulana Hafiz Muhar Muhammad  quotes a dialogue between Ali(r.a.) & Talha(r.a.) in his book- The Martyrdom of Ammar ibn Yasir(r.a.) :-
Alī I even presented to his close friends, Ṭalḥah and Zubayr, his excuse for not being able to carry out the qiṣāṣ in the following manner:
O my brothers! I am also aware of that which you desire me to carry out, but I do not have the power and ability to do it now. Those who have mobilised these rebels have the upper hand. At the moment they are controlling us and we have no say over them.

[Nahj al-Balāghah pg. 456 translated by Jaʿfar Ḥusayn, Tārīkh al-Ṭabrī vol. 3 pg. 458]

I have found this saying of Ali(r.a.) in Tabari-
: يا إخوتاه إني لست أجهل ما تعلمون ، ولكن كيف أصنع بقوم يملكوننا ولا نملكهم ؟ ها هم هؤلاء قد ثارت معهم عبدانكم وثابت إليهم أعرابكم وهم خلاطكم يسومونكم ما شاءوا ، فهل ترون موضعا لقدرة على شيء مما تريدون

But can't find this in the Urdu translated copy of Jaʿfar Ḥusayn.

I don't know whether the narration of Tabarai is acceptable or not.
Can anyone help me to find this in the book Nahjul Balagha? so it can be said that it was in THEIR book also?

I read a narration in al-Tabari where `Ali sends al-Qa`qa` to negotiate with Talhah and Zubayr, Qa`qa` says that `Ali plans on punishing `Uthman's murderers but they are too strong and too many, they have the backing of the tribes.

Either-way, here you go brother Muhammad:

SERMON 168: After swearing of allegiance to Amir al-mu'minin, some people from among the companions of the Prophet said to him, "You should punish the people who assaulted `Uthman," whereupon he said:

ومن كلام له (عليه السلام)
بعد ما بويع بالخلافة
وقد قال له قوم من الصحابة: لو عاقبت قوماً ممن أجلب على عثمان؟ فقال:

O my brothers! I am not ignorant of what you know, but how do I have the power for it while those who assaulted him are in the height of their power. They have superiority over us, not we over them. They are now in the position that even your slaves have risen with them and Bedouin Arabs too have joined them. They are now among you and are harming you as they like. Do you see any way to be able to do what you aim at?

يَا إخْوَتَاهُ! إنِّي لَسْتُ أَجْهَلُ مَا تَعْلَمُونَ، وَلكِنْ كَيْفَ لي بِقُوَّة وَالْقَوْمُ الْـمُجْلبُونَ عَلَى حَدِّ شَوْكَتِهِمْ، يَمْلِكُونَنَا وَلاَ نَمْلِكُهُمْ! وهَاهُمْ هؤُلاَءِ قَدْ ثَارَتْ مَعَهُمْ عِبْدَانِكُمْ، وَالْتَفَّتْ إلَيْهِمْ أَعْرَابُكُمْ، وَهُمْ خِلاَلَكُمْ يَسُومُونَكُمْ مَا شَاؤُوا; وَهَلْ تَرَوْنَ مَوْضِعاً لِقُدْرَة عَلَى شَيء، تُرِيدُونَهُ؟!
