It depends on the context/incident in which word Ahlul Bayt was used.

According to Quran, Surah Ahzab 28-34, only wives of Prophet s.a.w.w are Ahlul Bayt.
http://quran.com/33/28-34

According to Hadith Al-Kisa and Incident of Mubahila only Fatima, Ali, Hassan and Hussain are Ahlul Bayt.
http://www.sunnah.com/urn/636700
http://sunnah.com/muslim/44/50

According to Hadith Saqlain (Ghadir Khumm), those on which acceptance of zakat was forbidden are Ahlul Bayt, which include Family of Ali, Aqil, Jafar and Abbas.
http://www.sunnah.com/muslim/44/55

Also anyone who obey and follow Allah and His Rasool with sincerity is part of Ahlul Bayt (Family of Prophet)
Surah Saffat 123-132. http://quran.com/37:123
Chapter 58: Narration #1, Last line. https://www.al-islam.org/uyun-akhbar-ar-ridha-volume-2-shaykh-saduq/chapter-58-what-ar-ridha-told-his-brother-zayd-ibn-musa

In terms of Ranking: Ali, Fatima, Hassan and Hussain (May peace and blessings of Allah be upon them) are more superior among all members of Ahlul Bayt.

slight correction brother:

Verse 33:33 (commonly known as ayah-tatheer) uses masculine+feminine gender in it:

إِنَّمَا يُرِيدُ اللَّهُ لِيُذْهِبَ عَنْكُمُ الرِّجْسَ أَهْلَ الْبَيْتِ وَيُطَهِّرَكُمْ تَطْهِيرًاِ

innama yureedu Allahu liyuthhiba AAankumu alrrijsa ahla albayti wayutahhirakum tatheeran

I thought there was consensus that Ali, Fatima, Hasan and Hussain were included in this.

Yes they were included due to the supplication(dua) of Prophet(saws) which is known as Hadeeth Kisa, since the verse was revealed for wives of Prophet(saws).

You are right brother. But as per Hadith of Kisa, through supplication of Prophet s.a.w.w

As for as Quran is concerned, Ahzab 28-34 only talks about wives of Prophet s.a.w.w. No one else is mentioned there.

BUT, those who are mentioned in hadith are more superior among all members of Ahlul Bayt.

Do you believe that Ahlulbayt such as wives of Prophet(saws), are superior to those members of Ahlulbayt who were not Sahaba, such as progeny of Hassan(r) and Hussain(r). ?

Yes. I believe that.

So the heirarchy is:

Ali, Fatima, Hasan, Husain
Wives of the Prophet
grandchildren of the Prophet

Correct?
