I propose the following are who are meant by Twelve Captains in verse 5:12 in the Quran:

1. Harun
2. Samuel
3. Talut
4. Dawood
5. Sulaiman
6. Elyas
7. Alyasa
8. Dul-Kifl(Daniel/Ezeikiel who were divided into two, but really are one person, hence the name dul-kifl)
9. Imran
10. Zakariya
11. Yahya
12. Isa

I propose in flow, with "Today I've completed..." in 5:3, by allusion is reminding us of a similar covenant to the Twelve Captains of the household of Yaseen and in Quran they are known as:

1. Taha
2. Ainsinqaaf
3.Hameem
4. Taseen
5. Taseenmeem
6. Aliflammeemsaad
7. Qaaf
8. Noon
9. Kaafhayaainsaad
10.Saad
11. Aliflammeem
12. Aliflammeemraa

As for Aliflamraa it's Fatima (a) daughter of Mohammad (s), as for Yaseen it's Mohammad (s), and so by the Sunnah and in this world the twelve alluded:

1. Ali
2. Hassan son of Ali and Fatima
3. Hussain son of Ali and Fatima
4. Ali son of the above
5. Mohammad son the above
6. Jaffar son the above
7. Musa son the above
8. Ali son the above
9. Mohammad son the above
10. Ali son the above
11. Hassan son the above
12. Mohammad son the above

By the name of God, the (universally) Compassionate, The (extremely) Compassionate; for the unity of the Togetherness; Is their unity in the travels in the winter and summer. So let them Worship the Lord of this household. The one who fed them from hunger and gave them security from fear.

As for Taha, it's due to the Harun position to Musa and emphasis on "Lord of Harun and Musa" with "You are the highest" and that relationship to Salah, while the other two places is "Lord of Musa and Harun" and defends Harun (a) as well as the prayer with Surah Inshirah is linked there more then other places of the how Musa's (a) prayer is paraphrased.

As for AlifLamRaa and Fatima (a), it's due to how Sarah (a) is emphasized in those Surahs and the emphasis of Sarah's (a) offspring and how it connects to eventually to Taha.

As for Ainsinqaaf, it's due to how the Surah emphasized on the love of the family of Mohammad  and near the end emphasizes with the talk that he gives who he wishes daughters (Mohammad (s), Fatima (a) given) and who he wishes Sons (Ali (a) and Hussain (a) the fathers of Imams (a)) and makes who he wants without lineage (Hassan (a) had kids but Imamate would not go to them, instead his Ahlulbayt continues through Hussain (a)).

And then talks about the spirit, as well, as the talk to be steadfast in fighting emphasis and seeking victory after oppressed, which Shiites did fail with Hassan (A) and forced him to treaty. The options are there, but the preference is to fight, but that if not done, God shows he knows there maybe reasons as well.

As for Hameem, the Surahs show all the type of disbeliefs there was during time of Mohammad (a) and shows if Hussain (a) would be killed, the type of disbelievers and motivation they had to killing him if they would kill him and shows the opposition Islam would face and how we must be ready to sacrifice for it's sake on all type of those disbelievers.

As for Taseen, it's due to the miracles emphasis that strengthen Zainal Abideen (a) and the famous verse of God responding to the distressed one when he calls him is there and his role in teaching prayers to humanity.

As for TaseenMeem, it's due to Baqir role of the prayer of Moses, that he wanted him to untie his tongue and be better in speech/eloquence, had to do with circumstances, and expressing truth more eloquently and clearly, and Mohammad Al-Baqir (a) was the fulfillment of this prayer and originally Musa (a) didn't pray for Harun (a) but for who God would send (the Mahdi) but God said you have Harun (a), but the final fulfillment of this expansion of breast and relief of the knot on the tongues of Messengers (a) was relieved through Mohammad Al-Baqir (a).

As for AlifLamMeemSaad, it's the emphasis on river there with the course/path that guides with truth, split into twelve branches and ways and this reference to Jaffar (river) that is truthful.

As for Qaaf, it's due to the jail, and so the way he remained Imam and guiding, is through being the companion witness in the journey, and so this reality was more important to be realized during that time but is important to realize in all times.

As for Noon, it's due to the pleasing nature of these Surahs and their more neutral nature during time of Mohammad (s) and it coincides with Ar-reda (a) and the more pleasing role he decided to speak as well as the references to Mohammad (a) being pleased with in God's eyes are on the Surahs after Noon.

As for Kaafhayaiansaad, it's due to young age when Imam Jewad (a) gained Imammate, and the analogy of Yahya (a) in this respect as well as Isa (a) in young age with their wisdom level and knowledge as kids.

As for Saad, it's that, but the wisdom with it being that they are chosen before birth and they are the exalted ones who Iblis was questioned if he is one of them, and this goes with his name and Surah ends with reminder of the reward they accuse Mohammad (s) of seeking and it being a great tiding they will know of on day of judgment.

As for Aliflammeem, it's due to Hassan Al-askari (a) being the one to transition the nation after failure like the aliflammeem surahs talk about bani-Israel and the Imams (a) they were given, and if the nation would have been successful to his life, it would been by heeding the aliflammeem Surahs.

As for Aliflammeenraa, it's the clearest Surah which emphasizes for every people there is a Guide and the context is miracles, there is always a Guide in each people who can perform miracles and who those signs prove and the emphasis that God guides to himself who turns to him with respect to miracles, meaning, they will be shown to those who turn to God often and are at ease with his reminder.

As for Yaseen, it's Mohammad (s) because of the Surah after blessing family of Yaseen as well, shows, the foundations of the religion and the enemies Mohammad (s) once had, and he brought people from darkness of disbelief and denial of clear miracles to faith through constant struggle after they were set to disbelief and opposition.
